Konoplyanka nearly joined Liverpool in January but Dnipro Dnipropetrovsk refused to countenance a sale.
However, Dnipro are now accepting the winger’s departure is inevitable and have started looking for his replacement.
And the Ukrainian club’s sporting director Andrey Stetsenko has revealed the 24-year-old is available for £12m.
“Our scouts are working to find his replacement,” Stetsenko said. “Sooner or later Konoplyanka will leave Dnipro.
Manchester United have emerged as suitors for Konoplyanka, while Arsenal and Tottenham are among the other interested parties across the continent.
“We know that English, Spanish and German clubs are monitoring the situation and are interested in the player,” he added.
“But we have no offers. His contract has a buy out clause worth £12m for foreign clubs. For Ukrainian clubs the buy out is more.”
